If you put tariffs on goods from a country that manufactures it, then they only have to change their process so the final stages of manufacturing are done in a separate country without tariffs on it.
You get around the tariffs as the manufacturer meanwhile you give the sellers locally a reason to charge more for the product.
Meanwhile you can continue to sell to other countries while building infrastructure to make it easier to get products to them and creating stores/factories in those countries where people can work and then use their wages to buy the products from other companies from your country.
China is benefitting from Trump's willingness to not invest in education, healthcare, poverty reduction and manufacturing. He's doing everything you need to do to guarantee your biggest opp gets the win. He's even putting Tariffs on Taiwan.
Doing so will make the Taiwanese hate America and all China has to do is say:
"hey, we aren't putting tariffs on you

...and if you were part of us again we would have your back

Now they wanna double down on trying to make him happy

Taiwan President Lai Ching-te says he will communicate more with the U.S. over President Donald Trump’s concerns over the chip industry and invest more in the U.S.

But if that fails what's plan B?
