The bill has serious flaws that SJL refuses to amend. It's good that it is still in committee because if it was put to a floor vote the Dems would be trying to sell it as Reparations.

Anything related to money needs congressional approval and Reparations must include a wealth transfer. EO's are short term and can easily be overturned by future Presidents.
