Its an actual fact, do some research on the original Taliban and why the Pashtuns embraced them. They stopped the raping of women, implemented fair courts, gave women rights and the ability to move without worrying about coming up missing, and protected the young boys from the pedophiles. Those who were even more modern and lived the communist life in Kabul, which was strictly secular, had no problem going south and interacting with the original taliban because they knew all they had to do was follow the law and they applied and practiced the law fairly.
