The White House believed that they could drain Russian resources and distract them.

Russia may experience inflation/recession after the war (big spending, labour shortage etc etc) but it will have the most experienced battle proven military in modern warfare and an officer corps that understands how to jam/blow up NATO weapons systems.

It will share its experiences with Iran, China, the Houthis etc
