You're not going to get COVID "evidence" because the response would be federally directed. Your non-COVID evidence would be the Obama admin's response to H1N1 and Ebola.

However, we do know that there are governments across the world, while not perfect, have done a better job than us at controlling this pandemic. A reasonable person would conclude that it would help significantly.

A person arguing in bad faith would say that no evidence means there would be little to no improvement.
