It wouldn't even make sense for it. Hela was raised in an asgardian society that celebrated conquering and war. Thor isn't supposed to be a match for her. The entire point of the story is to highlight the faults of Odin's rule and to bring his bad decisions full circle in the form of Hela.

Pretty Much, I think that was the point. To show Thor's growth (as a potential king) and show the culmination/conclusion of Odin's rule as head of the Asgardians and the consequences of Odin's rule. That was the whole purpose of the scene in Norway. Even though he's the god of thunder, he's learned to outsmart, and move beyond brute force and aggression (as he was in the first thor film), in contrast to hela.
Having a visual exposition about Odin concealing Asgardian history and addressing LACK the emotional and three dimensional character arc. This film was about ARMAGEDDON... a complete destruction of a planet while saving the people who were oppressed and now are refugees. And at it's core, it's about three siblings that all wanted their father's approval and each one were lied to. And none of that emotional conflict came into play. It's impossible to even CARE for these characters or those people and what happened. They could careless in story-building and character depth and prefer cheap laughs and sensationalism and spectacle.
The reason why most people deem WINTER SOLDIER the best Marvel film was because even though, the real antagonist was as one dimensional as Hela, the film surrounded itself in the depths between the relationships of Steve Rogers and Bucky as well as the political conflicts Rogers have with this so-called new world as well as SHIELD.
I thought folks loved winter solder cause it was a gritty, grounded and fast paced action without all the jokes, folks don't really hype up ca tws beyond that. Alot of the potential great themes weren't really expounded on and cap was always critical and distrustful of shield/fury since avengers 1.
Civil War was actually a better representation of the internal dialog and conflict has with being an avenger and his choosing between his personal moral compass compared to his obligations to government/order/authority.
I agree with your critiques about hela, you could tell she was really dumbed down.
