We've seen joker on the screen since 1989 - twice in a solo Batman movie.
Where is this narrative of him being overdone coming from?

You yourself qualified your number by solo Batman films to exclude Joker solo movie and Suicide Squad/ SnyderCut. We saw a version of Joker in the tv show Gotham. The video games and cartoons/animated films.

We’ve had the same number of Jokers as live action Spidermen.

We saw a after credit cameo of Joker in the snyder cut and in suicide squad he was on screen for less then five minutes.
These don't qualify.

Fact is Joker is one of the most popular villains and should always be featured in some form in a Batman movie and each actor will bring his spin to the character.

There are twenty plus Batman villains that could have done better with those five minutes of screen time.

That’s what people are saying is overwhelming. Even when he adds nothing he’s still shoved in.

I still think you can have other villains with the Joker. We never seen the Joker interact with the other rogues in any of the movies.
