Kraven and the big man are my choices. But I prefer the big man because i like peter dealing with organized crime and the underworld, which, judging by Gargan's response and presence, is a big deal in queens and the city in general.

The Staten Island Ferry splitting in two and airplane parts falling out of the sky

they could easily have Jonah declare him a public menace.

I think a lot rests on how big the time jump is between this movie and the next one, though.
