I can understand this perspective though I truly believe that when pushed to their limits, any human will concede (including CIA) because it becomes a matter of whether you'll die with no chance of survival or give up the information with a chance, albeit small, to live.
A humans instinctual need to survive can definitely transcend training.
Either way, what I'm saying is that in this situation Franklin protects himself from any risk whatsoever - he may or may not get his money but he is afforded the opportunity of revenge at his own leisure by killing him.
As I mentioned before, his desperation got the best of him.

This is true but he also only killed when backed into a corner (as you've said). Which proves he is capable of doing things out of necessity. With 73 million dollars on the life, essentially his life's work, it almost doesn't make sense that he would NOT be pushed to that point of torturing someone to get his own money back.
Also, he did engage in torture successfully to prove a point as in the case of him burning Kane's worker on the stove top to establish dominance. He's capable, he just made an idiotic decision.
Edit - Or he could have had one of his cohorts do it for him
he allowed it in the case of Louie but only reneged on it because it would have destroyed his relationship with Jerome.
