The moment that $73 million hit the CIA's account, it was GONE. Even if Teddy gave it to him and i'm not sure he would since he's a manipulative POS, Teddy would have done everything in his power to kill Franklin afterward. And if Teddy couldn't kill him, that amount of money going missing would cause the CIA to track down Franklin also. As long as the CIA didn't know how much money was being generated from the operation, it was in the dark and everybody could eat but, the moment Teddy brought that money in, it was over.
