I watched the episode again and got damn Franklin is so naive or maybe just straight up desperate. You really think you could just escape with the money from the CENTRAL INTELLIGENCE AGENCY?! The same agency that was using you to fund a war in Nicaragua?! The same agency that aledgedly killed JFK?! The same agency that was behind a bunch of coups in South America, Africa, etc?! That had been trying to kill Fidel Castro for decades?

Now even if Franklin didn't know about all that, this is the most powerfull intelligence agency on the planet. You're not going to walk away freely.

I dont think Franklin would expect that it'll be flat out left alone but he was confident that whatever was going to happen would happen AFTER he had already gotten the money. They made Veronique press Franklin over being broke and the banks coming to make it more plausible that he would accept half (its not).

But the other part of it is that Teddy is NOT CIA anymore. He is just Havemeyer's asset like Franklin was Teddy's. He was hoping the money would buy his way back in and it's why Havemeyer is more like over everything. Even his boss told Havemeyer to cut the operation (Teddy, the money and Franklin) loose. And that was even after Havemeyer told him Franklin killed Teddy's dad. He only cared because the KGB agent was involved. The purpose of that scene was to show Havemeyer thinks Teddy is fukking up and to show that his boss dont want shyt to do with it anymore. The money, the KGB, none of it. Thats why Teddy hadn't given the CIA the money yet. So from a writing aspect, they were hoping to create an atmosphere where the outcome was plausible. CIA not coming after Franklin because the CIA isn't actually involved anymore if the KGB agent gets iced out. They dont care about the money. They didnt want the money (Teddy/Franklin) once they realized that the KGB was trying to use the money to expose the CIA's involvement. So they like fukk all of that.



Now, Cissy killing Teddy means the CIA proper will get involved because Cissy will snitch in prison and blow the whole thing open. Which is exactly what Havemeyers boss was trying to avoid. She literally created the situation where NOW Franklin will get targeted by CIA.

She was the one trying to tell Franklin that you cant believe anything Teddy says and that he shouldn't kill Teddy blah blah blah.
