Seems to me that is the case. You can always check the waiting room or auto-assign all staff to be sure

The airport in Africa. Spam the mission where you assassinate the CFA official. Start the mission, extract the fuel containers, run back until you get a save, restart the mission, extract the containers, run back until you get a save, restart the mission and do that over and over again.
