2/3rds of Saudis work for the govt. Half of govt spending goes to wages ($120bn). That's where they need to make cuts if they are serious but they won't touch that right now. They're probably preparing the people for the real cuts by showing them that they're starting with themselves.

The Saudi Arabian government has ended talks aimed at saving construction giant Saudi Oger, which is now facing the prospect of a multi-billion-dollar debt restructuring to stave off collapse, according to sources aware of the matter.
Oger, owned by the family of former Lebanese Prime Minister Saad Hariri, was one of two mega-contractors charged with implementing the grand infrastructure and development plans of the kingdom, building everything from defense installations to schools and hospitals.
The fall in oil prices since mid-2014, and the consequent sharp state spending cuts, have weighed heavily on the kingdom's construction industry but in particular Oger, given its size and reliance on government contracts.
The numbers are stark: the government owes Oger about 30 billion riyals ($8 billion) for work it has completed, according to a Saudi-based source with knowledge of the matter, in a sign of the strain on state finances.

Cause they spend it all on bribing their citizens to stay loyal. It's in their culture, when one tribe dominates all of the others it's expected to share the loot. That's how the Saudis became the ruling family, they killed all enemy tribes and doled out the loot. At first it was just food and water. Then it was free houses, free university education, free healthcare, free cars. And then it became free toys, free gas, government jobs, and so on. Every year they have to spend more to keep the loyalty of the other tribes.
On top of that, decades of sitting on ass getting the illest handouts from oil money made the Saudis lazy as hell. They have zero work ethic and expect to be rewarded handsomely all the time. shyt's fukked
