We’ve seen Jaime, Brienne and the Hound fight and Dayne still looked like an Olympian in comparison. Then the sword he used is basically the GOAT weapon. Jaime was said to be like a young Kobe. A prodigy. He was 15 destroying grown men. Now his skills may have atrophied as the standard of fighters in the Kingsguard worsened over time and there were little battles and fights for him to harden his skill set so I don’t think Jaime grew as good as he had the potential to be. Ultimately he was a step or two behind Dayne. I could see him doing something dirty to beat him though. Barristan as an old man could take out 98% of fighters. Barristan in his prime is better than every fighter not named Dayne and even then on the right day if Barristan was young he would’ve gave Dayne a serious run for his money. Barristan takes Jaime. The Hound and Gregor are just brawn. Stronger and bigger than everyone. Against someone that’s strong enough to counter their strength, skilled enough to not cower against their brutality and smart enough to strategize (Oberon for example) and take advantage of the right opening, they’d fall. Robert was pure rage. Strong as the Cleganes, about the same size give or take a few inches but still fast enough to keep up with the Daynes, Jaimes and the Barristans. He wasn’t as skilled as they were and would lose most of the time vs fighters at that skill level but wielding that big ass axe he only needed to be right once 
I’d put Robert above the Cleganes though due to him having better speed and quickness while having similar strength. Plus the margin of error you have having to find the weak points in his armor with your sword vs him just needing to land one hit to your jaw or your chest to fukk your life all the way up. Only the GOAT swordsmen could neutralize that imo. I’d put Oberon right underneath Jaime and Robert but above the Cleganes. He should’ve won the fight. He just got stupid. Brienne is basically Robert in terms of size and strength if you want to imagine how Robert was supposed to be. Only difference is she is a great swordsman whereas Robert used an axe but as tall/fast/strong/ferocious as she is, that’s what Robert was written to be like 
Imagine Brienne with an axe Brienne Id put above the Cleganes as she has enough power and strength to counter them while being a smarter and more deliberate fighter. But she don’t past the eye test to be at the GOAT level. She’d still murk basically everyone except five people in the whole ASOIAF universe so 
But to be perfectly honest I’m basing that on the show. In the books she didn’t fight the Hound and while Jaime does say she’s the real deal, Jaime still held her off despite being starved for days. They pumped her up a bit on screen.
Ned gets points for putting up a good fight, which is cool as he was written to be an average serviceable fighter. Not legendary but, serviceable. Him taking out a Kingsguard was complete ducktales though. Brandon, his brother, was the best fighter in that family but, Ned wasn't a total scrub. But that's like comparing Terry Rozier to Steph Curry. Had Howland not stepped in, Dayne would've ended House Stark then and there.
Didn't he end the siege at Riverrun? Didn't he capture Highgarden and all its gold and wheat, and end House Tyrell for all time? Didn't he fool Tyrion and the Unsulled army into capturing an empty Casterly Rock and and having to walk home empty handed? Could the Sword of the Morning face a Twice Wielded Dotharki Scourge? Put that in your white book.Talk being the operative word.
When they actually showed him fight, he, in his prime, fought to a draw against a Ned Stark who was way out of his prime and was not that great to begin with. You want us to ignore that Jamie couldn't best a mediocre fighter who got old? Compare how your #1 made a prime Ned look to how your false #2 made an old Ned look, then try to tell me Show Jamie is number 2 DOA.
I don't care about Jaime cutting down a bunch of no names or striking fear in a green Robb Stark. Show Jamie is just an illusion created by a fancy name and a knack for choosing his opponents wisely....they've said that explicitly.
There's no justification for putting Jamie over the likes of Oberyn, Jorah, The Hound, Bronn, even Brienne all who have better quality W's without draws against lesser, older, fatter opponents. Face it, breh, you've been bamboozled...hoodwinked into believing Jamie was an all time great. He's not. If he were they would've written down his great deeds in that book next to Daynes. Where's his deeds, son? Where's his deeds? WHERE THE fukk ARE HIS DEEDS!?!?
we see this season when he ride North to save the Starks from the bogeymanLMAO, so this is what we're reduced to...he didn't use his "great" sword play to accomplish any of that. He used his position. If you wanna include him as one of the best tactical minds, that's another conversation, but his name don't belong anywhere near a list of the best fighters of all time.
