I agree with the theory that Agnes' scene is meant to be a red herring.

Maybe Agnes, Dottie, and Mephisto/Pietro (and maybe add Doctor Strange) all came here cause they felt the power of the hex.
Vision made a point of saying Agnes should know where to go if it’s her home town so even if she is Agatha Harkness, she can’t override Wanda’s control to get pass Ellis Avenue.
