It's weird how they're doing it because they're not using actual licensed footage but recorded footage from a tv. Must be a law that gives it a free pass if you do it that way.

again... they don’t have a choice. It falls under the Fair Use Act.

Filmmakers and news are legally allowed to use small amounts of footage at a time. Notice they never show more than maybe a 5 second clip at a time.
