The 411: Jefferson Pierce was an Olympic track star who originally got his powers from a hi-tech belt but that was changed in the 1980s and he was instead born with his powers but was instructed by his dad to suppress them. After the Olympics Pierce returned to his hometown of Metropolis to teach in the Suicide Slum neighborhood that he grew up in because he wanted to help clean up the neighborhood after it had been taken over by gangs and corrupt politicians. Turns out the gangs and corruption were all being controlled by a super-secret global organization called The 100 and local politician Tobias Whale was the Metropolis chapter leader.
Whale had one of Pierce's brightest students killed because he saw some business deal Whale was handling for The 100 and that spurred Pierce to use his powers publicly. He was able to beat Whale and get The 100 out of Suicide Slum and along the way worked with Superman a number of times and also got involved in a couple of adventures with The Justice League. When Superman and Green Arrow offered Black Lightning a spot on the team he told them to kick rocks because he felt he could do more working at the street level than fighting cosmic robots on other planets. After being asked to join a couple more times he did agree to be a reserve member.
Years later Batman came to Black Lightning to help him rescue Lucius Fox from the country of Markovia. The Justice League had turned Batman down and told him that the League couldn't just invade a sovereign country. So Batman quit the JLA and formed the Outsiders with Black Lightning agreeng to join after they rescued Fox. He worked with the Outsiders for years until the group disbanded.
Pierce then retired and took a job as Pres. Lex Luthor's Education Secretary. He resigned when it was revealed that he used to be Black Lightning and then he was framed and convicted for a murder he didn't commit. He was ultimately pardoned by Pres. Pete Ross (who took over as president after Luthor was removed).
He eventually joined the Justice League as a full member for a short time. After leaving the JLA he rejoined a new iteration of The Outsiders.
Black Lightning has 2 daughters Anissa and Jennifer. Both girls have super-powers of their own. Anissa, as Thunder, is a former member of The OUtsiders and Jennifer, as Lightning, was a member of the Justice Society.
In the New 52, Black Lightning was in a quasi-partnership with The Blue Devil but currently Lightning's whereabouts and activities are not known.
Powers: Black Lightning can generate and magnify externally-localized electro-magnetic phenomena, by manipulating intense bio-electric fields generated from his body. Exactly how much electrical energy Black Lightning can generate is unknown, but he can easily stun or kill a man with his internal powers, and on one occasion, he was able to restart Superman's heart after the Man of Steel had suffered from a near-fatal Kryptonite exposure. He can also generate a powerful electro-magnetic force field capable of stopping projectiles, however, this act requires considerable effort and concentration.[2] He has demonstrated the ability to create an electro-magnetic repulsion field which grants him limited-flight capabilities. Pierce also maintains his Olympic-level physical conditioning, giving him above-average strength, speed, and stamina. Under Batman's tutelage, he has become a highly-skilled hand-to-hand combatant.
