That’s a little simplistic. 2018 and the 2020 primaries were so bad it motivated a lot of people and forced a better (not perfect) level of access in Dem leaning areas and turnout reflects that. At this point if you say the state government will impact it then we are fukked everywhere.

GA state has been closing polling locations, cutting voter rolls ad nauseum. GA is actually a purple state IMO but the election fukkery keeps it red.

He won the 2016 General due to apathy on democratic side and even then it was by razor thin margins. In 2020 that is not the case.

You fail to mention the complete house wipe out in 2018 despite gerrymandering. The republicans expanded their senate majority due to a heavy skew in their favor.
To answer your questions
1.) Yes. If this is just based on "Will Trump have more or less votes than 2016, I say yes he will have significantly more. I think Biden will have far more than Hillary's 63m though.

2.) No, enthusiasm is at an all-time high. Never seen anything like this. Really impressive.

3.) Dems did great with the house in '18. But the mid-terms overall were underwhelming. Hopefully this year it'll flip. We need 4 seats.

I'm not too concerned about it. Georgia has high ass barriers to vote but that hasn't stopped anyone during the past two years. I think black turnout will be as strong as ever.
