There has been no legislation passed confirming that. Right now Congress is scrambling to try to make that happen. As of now testing is free but not treatment. If we had Medicare for all in place there would be no confusion about that and no negotiations about it in the middle of an emergency. People are being laid off at an alarming rate and all of those people are losing their insurance coverage. Even if they are covered for Corona if they have some other medical issues and are able to get treated for that they aren't covered.
