Eren been crazy. Jean and Reiner were the only ones who saw Eren for what he really was. Everyone else convinced themselves it wasn't so or didn't know him well enough to realize it (Zeke). He single-handedly painted Paradis into a corner with his ambush at meeting of the World leaders. There had to be a more diplomatic solution instead of the scorched earth approach he seems hell bent on. Armin was definitely on the money.

Remember Marley has been using titans to rule the rest of the world so Paradisians defeating Marley with their titans won’t change the way the world sees them. The world hates Marley for the Eldians. They will hate Paradise for them as well. Eren sees that.

The whole point of Willys speech was to unite the world against paradis. Lots of their people got killed in Erens attack. He cant just go after Marley because ALL of the worlds armies are uniting to take out Paradis already.
