As I said, the LAW is the problem and yes, the LAW needs to be rewritten.
So in that scenario, he does have that power and I hope he uses it....
What makes you think he will though?
I mean let's be honest, when it comes to that issue and issues like it, like the killing of unarmed black people by cops, the most we got from him are speeches. Some were good, some were not, but they are speeches nonetheless. That's it.
No one is saying he has to overhaul the system by himself, that's not possible.
No one is asking him to change the mind of white supremacists.
Right now, the situation in the short term is very simple: police who are killing unarmed black people (and dare I say unarmed ppl in general) are either not being charged or are constantly being acquited.
Can we honestly say that he did everything he could? Absolutely not.
Quick example: He could've instructed the DOJ to enact fed charges on Zimmerman, Darren Wilson, Eric Garner's killer, and so on. Why hasn't he done that, especially with the Eric Garner case?
Meanwhile, when the Rodney King riots occurred, George Bush Sr. told the DOJ to slap fed charges on the cops who beat up Rodney King.

We know he can't solve everything. We know that even if he pushed an executive order that it can be overturned by a future president. And yet that didn't stop him from enacting an executive order concerning illegal immigration.
