I think the real question is why you're so focused on what is clearly a minority of the homeless population as if they have some major impact on the economy. And the idea that aggressive panhandling is a major factor in people's decisions about leisure outing spending seems a bit far-fetched.
yeah i think it's safe to say SOME people CHOOSE to be homeless but they are not representative of the majority of the homeless population.
Pretending otherwise is intellectually dishonest and at best a game of semantics.
