I watched yesterday that Bobby Marks said teams are literally FORCED to use 90% of their cap before the beginning of the season

That's why that crazy 2016 offseason where KD went to the Warriors you had outrageous deals like Ian Mahinmi getting $64mil and Biyombo getting $72mil just cause some teams had to spend that money somewhere
