CIA chief visits South Korea amid heightened tension

America's CIA director is making an unannounced visit to South Korea, the U.S. Embassy in Seoul confirmed Monday, amid heightened tensions on the Korean Peninsula.

An embassy official said Mike Pompeo and his wife were in the South Korean capital on Monday, but wouldn't say for how long. He spoke on condition of anonymity because he was not authorized to speak to the media.

South Korean media reports said the CIA chief arrived in South Korea over the weekend for meetings with the head of South Korea's National Intelligence Service and high-level officials in the presidential office. The U.S. official, however, wouldn't confirm any meetings beyond ones with officials at U.S. Forces in Korea and the U.S. Embassy.

Japan issues 1st order to protect U.S. ships amid N. Korea tension - The Mainichi

TOKYO (Kyodo) -- Japan has issued its first order for forces to protect U.S. military vessels since new security legislation was enacted last year, Japanese government sources said Sunday, amid heightened tension on the Korean Peninsula.

Defense Minister Tomomi Inada ordered the dispatch of the Maritime Self-Defense Force helicopter carrier Izumo on Monday to protect a U.S. Navy supply vessel in the Pacific, the sources said.

Regime bans warrantless house searches to appease residents

The North Korean authorities have recently announced that judicial institutions should refrain from warrantless arrests and brutal punishments. Following the instructions, security agents are reportedly reducing the number of house searches and restrictions on residents.

"Recently, the authorities have issued an instruction to judicial organizations including the Ministry of State Security [MSS] (equivalent to South Korea's National Intelligence Service), saying that the restrictions and crackdowns on residents conducted by agents have not been in accordance with the intentions of the Party and that they should cooperate in consolidating with the Party and the people,” a source from South Hamgyong Province told Daily NK on April 24.

"The instructions also stated that even if the suspect owns a weapon or explosives, warrantless house search cannot be permitted because it estranges people from the Party. For this reason, security agents have not been conducting many house searches in recent days."

South Korean military: North Korea launches projectile - CNN.com

Seoul (CNN)North Korea launched a ballistic missile from the northwestern part of the country early Sunday, the South Korean Joints Chief of Staff said.

This is the first provocative move from North Korea since South Korean President Moon Jae-in took office last week. Moon has advocated dialogue with North Korea to denuclearize.
The US calculated that the missile landed in water 60 miles south of Russia's Vladivostok region, a US official told CNN. Vladivostok is home to the Russian Pacific Fleet.

Moon said the missile test violates UN Security Council resolutions and called it a severe challenge to the peace and security of the Korean Peninsula and the world, presidential spokesman Yoon Young-chan said.
South Korea needs to show the North that even though talks are possible, it will only be possible if North Korea changes its attitude, the President told staff at the meeting.
He said South Korea will respond to provocations.
The direction of the missile, so close to Russia, was likely an attempt by North Korean leader Kim Jong Un to send a message to both Moscow and Beijing, said Carl Schuster, a Hawaii Pacific University professor and former director of operations at the US Pacific Command's Joint Intelligence Center.
"It tells Russia, 'I can touch you too,'" Schuster said.
"It tells China, 'I don't care what you think, I'm independent,'" he said.
China remains one of North Korea's only allies and is responsible for much of the heavily-sanctioned nation's economy.
On Sunday, Chinese leader Xi Jinping launched a major trade and infrastructure summit with multiple world leaders in Beijing. Russian President Vladamir Putin as well as a North Korean delegation attended the conference.
"The timing is not coincidental," Schuster said, adding that Kim may be trying to get Putin more involved on the situation on the Korean Peninsula.
"It's his way of telling the Russians, 'You need to speak up,'" and stop US-supported international sanctions on North Korea, Schuster said.
The United States called for repercussions from the international community.
"Let this latest provocation serve as a call for all nations to implement far stronger sanctions against North Korea," White House press secretary Sean Spicer said in a statement.
700-kilometer flight
The missile, launched near the city of Kusong, flew 700 kilometers (435 miles), the South Korean military said. A US defense official confirmed that it flew that far, but said the US was still investigating to determine the type of missile.
"At this point, we see nothing consistent with an (intercontinental ballistic missile) launch," a second defense official told CNN.
