On the surface, it seems that they are blocking competition. Keeping Nigerian merchants from coming in, buying bulk, and reselling the items at an area with Chinese residents with no access to this supermarket.

The details of the article give me this impression.

At any rate, or for any reason, it's unacceptable that citizen of a country where you set up shop cannot purchase items there.
