On Sprint I'm seeing this...Unless I'm misunderstanding you, you don't need to root for mobile hotspot. Just flip the on switch.
There maybe an Adblock Chrome extension too, i'm not sure.

I was on sprint for five years... Moved to NYC and saw truly how second rate sprint was. Dropped them with a quickness.
