However, as most East Euro countries were puppets of the Soviets they only dealt with Russian authorities diplomatically. This reproachment and diligent political work had worked. Germany forged excellent relations at least economically. Overtime Neo-Liberalist theory was that if German freely traded with Russia this would eventually influence upon Russia a democratic society. Russia took advantage of this by using German wealth and desire for its resources to build its army with the ultimate aim of destroying European unity.
