It wasn't until the mixtape era where smaller rappers en masse could cultivate worldwide underground fanbases and tour without dealing with the music industry. There's outlier examples for sure (such as your favorite, ICP) but it wasn't until then where we started to see that, and Nelly's heyday is right before that took off.

this random AF but what ever happened to Fetty Wap?? Dude came in and had the charts on SMASH for like a year. That year where half his album was on the radio was crazy. He literally fell off right after that one year run though. And this was well before he got caught up in that shyt so we can't blame his fall off on that. shyt crazy
a lot of you still talk like you think all of that was organic in anyway

Kind of misleading from him. His competitors weren't mainly trying to put out pop-oriented jams outside of Luda and the Eminem 1st single pushes? DMX, Jay-Z, Wayne etc were putting out songs to what Nelly was trying to primarily sell.

His main competition was probably Ja Rule and Ludacris. Jay-Z for example, is in a completely different area.

Nelly did it with NO MAJOR COSIGN. You have to respect that. Dude had a wanye feature on the first album because he couldn't afford juvenile.

Nelly was apart of the halftime show when he came out too.

Nelly popularity on his first go is similar to how ICE SPICE getting the attention now.

Everyone knew nelly, and had band aids on their faces.

The 3 years that Nelly made noise were actually Hip Hop's weakest years in the history of the genre.

Labels were signing basically anyone they felt could turn a cheesy hook into gold. This was also when the 360 deal started popping up, and dudes were vanishing after one big record.

Nelly was a pop act. Not Hip Hop. So he was never in talks about being dope as an MC. His whole model that Universal set up for him, was about making Top 40 pop hits. So he can't speak like he's ever been in the same league as any of the MC's from that era. He was never viewed the same. Which is why by '03, he was a wrap. Dude was only on for three years. Fell off quick fast.
