It's not just Black homosexuals, though. Look at the new infection rate for heterosexual Black women. They aren't all getting it from downlow people, since there just aren't enough Black gays to account for all those infections (which is an absurd suggestion anyway.) It also detracts from the seriousness of the problem. Proper sexual hygiene/contraception/etc. are as much a problem in poorer areas with less education as they are among the underground gay culture. Wherever the disease finds ways to spread, it can't do so without people in general not taking care of themselves. There are larger issues, common to both gays and heterosexuals, that need to be addressed in the Black community, that have both socioeconomic and cultural aspects.
