That Black people are not going to be included in honoring of a treaty from the late 1700s early 1800s because it wasn't a treat with African-Americans, it was a treaty with Native Americans

It'll allow their tribal constitutions to take over from the state constitutions.
Personally, for them - it will protect the use of religious drugs, and child welfare cases. Also, prosecution of rape (especially against white men), which are rarely investigated with any veracity.
