Nah, sound about right cause In the episode with Shisui against ANBU, Itachi was 8. The pic you posted, Itachi with Yamato, Itachi was 11 when he joined ANBU. They got it right

Real talk holy shyt the Uchiha would have been OP if they hadn't been killed off. Shisui of the body flicker, Itachi, Sasuke, and Obito with the kamui

Danzo was trying to kill Shisui. Shisui wasn't trying to kill Danzo.
Shisui had Danzo dead to rights when he froze him with his genjutsu. Shisui could have easily killed him then and there.
And Shisui's genjutsu was implied to be strong enough to control all the Uchiha and stop the revolt.
