I had a feeling this was the case, but I can't recall the reason...So I figured that a scroll like that would be most powerful if it could bring him back even if it's a cheat code.

Another outside the box thought...what if it's a scroll that helps hypnotize the Tailed Beasts? Tobi or Madara or both controlled the Kyuubi during the village attack, which means there's a method and it's not as simple as using the sharingan. That'd be a huge trump card!

Nah, the 1st can't be brought back for the same reason as the other Hokages...their souls are all in the Death God's belly.

If you summon the Death God it automatically consumes your soul.

Remember, in part 1 Orochimaru already successfully revived the 1st and 2nd Hokages, then the 3rd had no choice but to summon the Death God and have him consume all three of their souls. Same thing with the 4th, he summoned the Death God when Naruto was born (to seal away some of the nine tails' chakra) so his soul is in there too.

Basically Edo Tensei won't work if your soul is sealed away or otherwise unavailable.

Nah Kabuto straight up said it was Minato and that it failed because his soul was unavailable.

Well Sasuke originally said "human" that knows everything...so it may be a regular person or some retired ninja. They rarely refer to other ninjas as "human." Or it could just be an improper translation.
