Call the police? Oakland is a Defund the Police city (how's that faring?) And the DA probably wouldn't prosecute.
Shoot the drug dealers? With what? CA is a heavy gun control state. And such action would definitely land her in jail.
This situation is the legacy left from the policies of a previously "tough on crime prosecutor".
Or so I hear.

Those weapons weren't in the same tier of danger at all.
One weapon both parties can still walk away from, the other ends life and has someone fighting a potential charge.
Yea it sucked but you can wash the mace out and roast the kid for having a mom who crashes out like that, that's the kind of story im used to seeing play out in the past atleast
