It depends. I'd consider them black, with a mixed background to be more specific. But I'm the sort who doesn't necessarily see "black" (at least here in the U.S.) and "mixed" as mutually exclusive.

might be able to pass as white, but I definitely wouldn't consider Damien Marley "white".
I understand the argument that they are white, based on the line of thinking at 75% A and 25% B makes you A. But I'd say it's also a disingenuous line of thinking because there's no way a Damien Marley is going to regarded and treated as "white" by society as a whole
