I usually don't like Grace Randolph but she pointed out the contrast between Isaiah's warning to Sam and Sam's nephews playing with the shield as symbolic of the past and a hopeful future, that Sam's nephews haven't been broken yet and Sam could be the change. It's a little naive but I really like the observation.

I guess it depends on the timeline between his fight with Sam and his discharge. The series plays fast & loose with the time aspect.
He wasn’t wearing it in the post credit scene.
Even with accelerated healing i’m sure a broken bone would still need a few weeks to fully heal. With the Mutants showing up sooner rather than later they definitely need to differentiate levels of healing because Wolverine I believe is the fastest healer.
