A villain doesn't always have to be well fleshed out with understandable motivational, not every story calls for that. There are plenty of great action and sci fi films that have villains that are just obstacles for the heroes to overcome. Feige has been saying for some time that their films are about the personalities and character flaws of their heroes.
And yeah, people do tend to harp on Marvel studios about their villains more than trey do with other films. For instance many people are praising Logan as the best comic book movie of the year and that films villain is about as one note as you can get. Same goes for Deadpool, the villain is pretty bland, but nobody complains about it.
A truly great villain can can make a mediocre film stand out (Thor) and make a very good film great (The Dark Knight), but it's not as necessary as people make it seem.
Whats crazy is years later people can say I didnt like Red Skull, I didnt like Abomination, I didnt like Dark Elf, I didnt like blah blah blah..... but at least you remember them as character..... months later already now but I can only imagine next year or later cats will look back at Logan and Deadpool and just be like "that guy".
I mean it dont get more forgetful than that. Like not even trynna troll but I dont even know the names off hand without googling, the names of the antagonist of those 2 movies.
But did that take away from me? No, I really went and go into these movies to see the journey of the titled character and hopefully a good fight.
I wont knock fleshed out and its cool when its done that way... mainly when you have a REALLY charismatic actor that can do something with that role, but sometimes short and simple is cool too

Now I dont necessarily need that "someone wants to rob a bank because when they were young they sister got molested by their uncle and they couldnt afford the court fees to prosecute so his sister committed suicide then later he finds out his wife is fukking his next door neighbor so he snaps and turns to a life of crime and wants money to live out his wildest dreams and blah blah blah blah"
Ok if thats giving, cool but it does take away from the hero and sometimes I just wanna see what he's up to more... I mean the damn movie is titled after him
