Because he's by far the worst at it out of the entire roster. Everyone can do it and that's what a lot of late game relies on - Cap is slowest at it and effects the fewest at once.
Tony can do it from the air and on the ground in a wide AoE, same with Thor
Hulk and Kamala can boss a whole room easy with all kinds of regen options that don't rely on gear
Widow can do it from across the whole map because they decided not to give her any damage fall off over distance which is retarded.... or up close with movement options in melee range than anyone else in the game - each give invis and overcharge for free. shyt, once people start seeing what those SMG builds can do then the devs are gonna have to nerf how stun works altogether. Widow has the most versatile toolbox in the whole game at the trade off of being a glass cannon.
