You have to switch to Black Widow then speak to Bruce.

Got the level 50/148 Hulk, my defense is so high and I've got the willpower skill so unless i just stand there, it's not likely I can die. I ran through the Last Avenger mission and only had to pull back like 2 times for all 14 floors.

Yeah so you have to be on natasha and talk to Bruce who is looking out the window otherwise it won't work...
