I don't know how to improve the speed, as mine goes back and forward between Slow, Decent , & Fast, but If you want to play while somethings installing, I suggest you only play single player for every game, as playing Multiplayer & using services like Hulu, Netflix, & YouTube slows down the process.

Are you using wifi or Ethernet cord? Ethernet cord will give you way better speeds.
