He's charged via federal complaint, an indictment is just a formality now. He will waive the indictment process, but they are probably going to file more charges and roll this into a superceding indictment.

a complaint is signed off by a federal magistrate judge, and an indictment is in front of a grand jury and signed off by a federal district judge.
