based on trends i'd say yes. second generation immigrants tend to attain higher education levels across all races than any 3rd+ generation American. however after the second generation, the immigrants don't tend to perform any better than anyone else. albeit still better than blacks who have the shortest average number of years of schooling, but that is another issue.

as i said, historical trends show that there are natural migrant flows. the order has been screwed up with increased security. most of the mexicans used to return home and leave their families in mexico prior to the mid-90s shift in policies. now it is too costly for them to constantly be making return trips over the border multiple times a year. so they bring their families here. US immigration policy is a failure, which as i previously stated, was never intended to work. it's just another industrial complex giving jobs to contractors no different than prisons and the military.
