Probably not. Perry and Mills were already talking back on free agency saying they're gonna build the team the 'right way' and they didn't clear cap space for FAs this year. Sounds like they know no one big is signing

They were just explaining that if KD or Kawhi don't come, then they will just continue to follow their rebuilding plan and not sign any 2nd tier free agents (Vucevic, Harris, Middleton, etc) to max contracts.
