This is more of a Cali jail thing than a general regional thing.
No other region has the expectation that you will have to fight SEVERAL times soon as you hit the county jail. In a systematic way where your rep, clout, or pockets can't save you from the fade
That being said as much as Cali jailbirds have practice fighting behind bars you'd think they could carry their own and not get dominated by the DC blacks in the midwest and eastward fed pens. And they have to tread lightly in the Cali prison system itself. All that fighting amongst themselves and it's the Mexicans who have care packages for new immates, have way stricter program, and mandatory exercise routines. Basically I don't see what the blacks in Cali get out of beating each other up

There’s no overarching structure when it comes to black gangs like there is with Mexican mafia.
Opposing Mexican gangs come in and have to get along because it’s a Mexican mafia mandate.
Opposing black gangs come in and get their beefs settled with squabbles so they don’t just tear each other apart.
