Every single story arc from the very beginning was him throwing shyt at the wall. Pilaf, Red Ribbon, Piccolo, Saiyans, Frieza too. Just about the only things he planned ahead were Goku and Piccolo being aliens. He's a gag writer who stumbled into an epic story through escalation.
A lot of American fans have warped expectations of what Dragon Ball is trying to be because they have this mpression that it isn't just a children's Kung Fu cartoon by a guy who likes writing poop jokes

I urge DB fans to read Dr Slump, Toriyamas first manga. Especially since DB exists in the same universe. It'll put the more wacky and illogical aspects of Dragon Ball in better context.
Like one of the most criticized aspects of the Buu saga is Goten and Trunks devaluing Super Saiyan. But at its core, it's one of Toriyama's signature gags - a gigantic feat with steep, rigidly defined requirements and then plop, here comes this dumb kid who's able to just do it with no thought or practice.
