He's saying that if you go on a night date with a man there is an expectation of romance somewhere down the line.

"If you go out after 5pm, sex should be one the menu", isn't saying there is an expectation for sex down the line. It is saying that the date should include sex.

Part of the reason why these charlatans make bread is because people are too charitable when interpreting their shyt. It is okay to say "Women shouldn't use men to secure a free date, but what Samuel is saying is absurd".
