Hire Chinese engineers to train local engineers so they can start building their own infrastructure in the future without constantly relying on Chinese expertise. That’s how the Asians learnt from the west and so should we.
They will never do this. Thats like Chinese people here in the U.S. bringing us in the hood and teaching us how to run their businesses and train them to open beauty stores, liquors stores, and restaurants, Why would they do that to people they are eating good off of. They see them as food just like they see us as food. Thats never going to happen ever.... The Chinese see themselves as superior and don't want competition.
African leaders/militaries (often put in place by western powers) have failed and are too corrupt and tribalistic the infrastructures reward those in politics and government the most rather than doctors, engineers, technicians, entrepreneurs. Those in the pro-literate class have no incentives to improve their country that is why they stay here to earn all their money and only go back to either send their kids to school a few years, visit, or and go back to live comfortably/die/retire in their motherland. One of my friends said with his engineering degree here in the U.S. if he went back home with the degree he has he'd earn as much as taxi drivers make. He also told me some of the family of the president have random positions in government where they make an equivalent of 6 figures over there and only go to work twice a month on Fridays to pick up their check smh.
It starts with the leadership Africans leaders need to send the brightest young people overseas or train them locally for education and bring all the knowledge back with incentives like high ass wages and very high social status for fields in engineering, any fields relating to refinement of naturals resources, doctors, and businessmen. This is what you suggested and it can work but it'll take time and money. A lot of leadership would rather take the easier road and sell the rights the resources for cheap so they can live like kings while everyone else is poor and their economy suffers because it has no mainstream access to the rights, refinement, or maintenance of resources and infrastructure.
I think Africa is going to be the new china development wise within the next 50 years. They are one of the last bastions of natural resources. They just need some of these corrupt dictators from the turbulent post colonization era to die off and core elements in the government to be fixed.
