But there are people who write articles and posters who pump the message "China INVESTS heavily IN Nigeria" and even Jamaica and they spin it (the Chinese) as wanting to help build up the economy etc. but in fact they are just laying the groundwork for their infrastructure.

Same with this situation: they got permits coming to Kenya and likely pushed the "create jobs for Kenyans" agenda and politicians bought that bullshyt.. you have to be ignorant at this point to believe that and go into business with them without having very clear, measurable agreements on the actual % of workers that is Kenyan. Since that hasn't been agreed.. it's 100% like you said.
