Presidents have to propose shyt even if there's a chance it won't get passed or fully executed 100%. To get people motivated and help them understand your vision. Lay the groundwork for future negotiations and proposals that get closer to the end goal. Even if you only achieve 60% of the original goal. that shyt is still a win. A good amount of federal student loans have been forgiven even if there's been a lot of pushback by Republicans.

Democrats decided to pivot away from blue collar voters back in 2016. It's all about attracting upper middle class and Republican voters now.
