I don't think the generic "more money for schools" solution works either. Schools get a lot of money and nothing changes. There are institutional problems at work there. Then there are family problems - single parent households, parents who just care about their kid hitting 18 and getting a job or moving out, lack of resources at home, etc. To me personally there is no excuse for a child not knowing how to read well unless there's a mental disability at play.
You know what really bothers me breh, to the point of despair. My girlfriend goes to a specialist office that shares a lobby with a pediatricians office. So we go there pretty often and will be chilling in the lobby around a bunch of little kids. And every time we're there I see a dynamic where there are small kids (2YR-4YR for instance) and the white kids speak in near complete sentences with good pronunciation while the black kids are struggling to speak. Maybe you get a few words but it's mainly the grunts/cries/yells you would expect from a one year old. The main differential factor is obvious: one group of parents is reading and speaking to their children, another group is not. And one group often has two parent households while the other does not. And when these children get to school one has a major advantage and another does not.
