Nah, N.O is some other shyt because of some of their laws. If you get arrested as murder suspect, the state has 60 days to bring a charge. If they can't, they have to release you.
Its a weird situation with the 60 day rule or technically the 701 rule. Anyway Louisiana has this rule but locks up more people than many states and has the death penalty (shyt a recent study showed the state spends 15 mill a year on the death penalty).
Now saying all of that in the 90s...NO was the wild west. I been going there since the 90s and its night and day from what it is till today.
But the violence was also totally different than in say chicago. It was murders and often time murders for turf or murders for drugs and money. Where as in chicago it was mostly gang murders and murders for drugs and money.
Like I would go to NO and have to keep an eye out on where I was cause I could possibly be killed. But I didn't have to be worried about what color my shirt was or my shoes were cause they could get me killed. So its different (which I had to do in chicago).
Take for example when I use to work in Reynosa mexico. A place that makes the killing in chicago and No and the rest look like childs play. Like everyday I crossed the border I had to be aware of what I did because I could be murdered. But I never worried about being murdered cause my shoes were blue. Now I might get murdered cause I had on nice shoes so someone could take them. But I wasn't gonna be murdered cause my shoes were green and because they were nice.
So I think that was the biggest difference.
Also NO has a up north or out west type of feel because how anything goes...especially back then in the 90s. But you have this liberal city in the heart of the deeeeep conservative south. So that is another reason how folks were shocked by the violence down there (which has been an issue since the 70s).
